Igor Chelkovski was born in 1937 in Orenburg, Russia.
From 1954 to 1959, he studied in the 1905 School of Fine Arts in Moscow. Chelkovski worked as a restorer of icons in his early years in the Kremlin at Moscow and at Novgorod. He immigrated to France in 1976, where he later became a well-known editor-in-chief of the underground journal of Contemporary Soviet Art "A-Ya" (A-Z).
Igor Chelkovski is member of La Maison des Artistes, a major association of French artists. From 2001, he divides his time between Moscow and Paris. His works are found in the State Tretyakov Gallery in Moscow, the State Russian Museum in Saint Petersburg, the Centre Georges Pompidou in Paris, The Jane Voorhees Zimmerli Art Museum in New Jersey, The Vienna Contemporary Art Museum, the George Costakis Collection in Thessaloniki, Greece, as well as in other museums and private collections around the world.
